Why are the interactions of hormones and tissues in the menstrual cycle considered to be feedback mechanisms?

A hormone is released to signal the uterus tissue to shed (menstrual cycle) and this is feedback mechanisms because the hormone signals for the mentrual cycle and a response is given by the uterus shedding.
